Socially Disadvantaged Farmers and Ranchers Policy Research Center
The Secretary shall award a grant to a college or university eligible to receive funds under the Act of August 30, 1890 (7 U.S.C.
321 et seq.),
The Center will evaluate policy, analyze data collected, and develop policy recommendations concerning socially disadvantaged farmer and rancher issues.
The Center will serve as a public awareness center that will provide education to the public about the history and condition of socially disadvantaged farmers and ranchers.
Established in 1862, the Department of Agriculture serves all Americans through anti-hunger efforts, stewardship of nearly 200 million acres of national forest and rangelands, and through product safety and conservation efforts. The USDA opens markets for American farmers and ranchers and provides food for needy people around the world.

Only 1890 Land/Grant Institutions that are eligible to receive funds under the Act of August 30, 1890 (7 U.S.C.
321 et seq.), including Tuskegee University, are eligible to apply for this grant.
Beneficiary Eligibility
Minority Farmers and Ranchers.

Award Procedures
The OAO will use a point system to rate each proposal, awarding a maximum of 100 points. Each proposal will be given a numerical score by the independent review panel, and will be rank-ordered accordingly. A preliminary funding recommendation will be provided to the designated approving official based on this ranking. A final funding decision will be made by the designated approving official.
