Limited English Proficiency Initiative
The Department of Housing and Urban Development's mission is to increase homeownership, support community development and increase access to affordable housing free from discrimination. HUD fulfills this mission through high ethical standards, management and accountability, and by forming partnerships with community organizations.

Uses and Use Restrictions
Financial assistance is provided to develop tools and products and deliver seminars that provide assistance to LEP communities in accessing HUD-related programs, services, and activities.
Eligibility Requirements
Applicant Eligibility
Eligible applicants must be non-profit organizations engaged in the process of providing meaningful access to HUD-related programs, services, and activities by Limited English Proficient (LEP) persons.
Beneficiary Eligibility
None.

No Credentials or documentation are required. This program is excluded from coverage under OMB Circular No. A-87.

Application Procedures
OMB Circular No. A-102 applies to this program. OMB Circular No. A-110 applies to this program. Applications must be submitted in accordance with requirements and forms provided in the Notice of Funding Availability as published in the Federal Register. State and local government applicants must use the standard forms as furnished by the federal agency and required by OMB Circular No. A-102. Nonprofit entities and institutions of higher education must use standard forms furnished by the federal agency.
Award Procedures
Applications will be evaluated competitively and awarded points based on the Selection Criteria included in the published Notice of Funding Availability. The final decision rests with the Assistant Secretary for Fair Housing and Equal Opportunity or her/his designee.

Length and Time Phasing of Assistance
Funding is in accordance with requirements and forms provided in the Notice of funding Availability with project periods generally ranging from 12 to 18 months. Assistance is provided quarterly or as specified in the grant agreement. See the following for information on how assistance eis awarded/released: In FY 2012, funds are being contracted and projected for FY 2013. Method of awarding/releasing assistance: quarterly.

Audits
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
