Credentials/Documentation

The applicant will ensure that qualified professionals are used to conduct the appraisals in accord with the Uniform Appraisal Standards for Federal land Acquisition, which may be provided to to the NPS for review and approval by a qualified review appraiser prior to initiation of negotiation; current title report; approved Phase I Environmental Site Assessment report; contract of sale; a map showing land or interest in lands to be acquired located within the area generally depicted on the map entitled "Shenandoah Valley National Battlefields," numbered SHVA/80,000, dated April 1994. This program is excluded from coverage under OMB Circular No. A-87.

Application Procedures

This program is excluded from coverage under OMB Circular No. A-102. OMB Circular No. A-110 applies to this program. Eligible applicants will be required to submit a SF 424, Application for Federal Assistance and other required documentation. The procedures will be outlined in the announcement, and will include a title, geographic area(s) of requested assistance, objectives, and a budget proposal to reflect a typical project.

Reports

All organizations will be required to submit a minimum of a yearly narrative summary accomplishments reports to the National Park Service in accordance with the terms of the agreement.

All projects and activities are monitored for progress and compliance with agreed upon scope of work.

Specific projects or activities for which funds are advanced shall be tracked and reported by submittal of, Standard Form, 270 Request for Advance or Reimbursement, and a quarterly submittal of Standard Form 425 the Financial Report .

Audits

In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.

Records

Financial records, supporting documents, and statistical records pertinent to the grant shall be retained in accordance with 43 CFR Part 12 for a period of three years; the deed or other instrument of property rights transfer and the survey for each parcel acquired shall be retained in perpetuity.
