To provide planning and development resources in multicounty areas; to help develop the technical competence essential to sound development assistance; and to meet the objectives stated under the program entitled Delta Regional Development (90.200).

Program Accomplishments

There were 44 planning districts aided in fiscal year 2008.

Uses and Use Restrictions

For administrative expenses, including technical services of certified local development districts; in addition to the uses and use restrictions detailed in the Delta Development Program (90.200).

Funds may be used only in the performance of grantees program and in accord with the budget, and agreements thereto, as approved by the Authority.

Credentials/Documentation

Certificate by the Governor. State Delta Plan and Strategy Statement must describe the procedures for the participation of local development districts in the Delta development planning process. Costs will be determined in accordance with OMB Circular No. A-87, for State and local governments.

Aplication and Award Process

Preapplication Coordination

The State Alternate's Office is the coordinator for the Governor for Delta investments.

The standard application forms as furnished by the Federal agency and required by OMB Circular No.

A-102 must be used for this program beginning FY 2006.

This program is excluded from coverage under E.O.

12372.

Application Procedures

Applications must be submitted and approved by the State Member of DRA. All proposed projects must meet the requirements of the State Delta Plan and Strategy Statement and Investment Program submitted annually before December 15. A letter of transmittal signed by the State Member and Standard Forms 424 are required.

Award Procedures

Upon determination that the State approved project is eligible within an Authority approved Delta State Development Plan and Strategy Statement and Investment Program, The Federal Co-Chairman determines that the project satisfies all Federal requirements.

Deadlines

Those imposed by each State and the general requirements of the Authority; that is, proposed projects shall be included in each of the State's approved project funding program which is submitted annually before December 15, and grant applications should be submitted to the Authority 90 days prior to the beginning of the grant period (beginning of the calendar year).

Range of Approval/Disapproval Time

Usually within 30 days after receipt of the application at the Authority.

Appeals

None.

Renewals

Renewals and amended applications follow the same procedures as the original application.

Assistance Considerations

Formula and Matching Requirements

Administrative grants may be funded at 50 percent, wherever the local development district is located.

Length and Time Phasing of Assistance

Assistance is provided for 12 months.

Post Assistance Requirements

Reports

Semiannual and financial report in a form and manner prescribed by the Authority.

Audits

The Authority, The Federal Co-Chairman of the Authority, and the Comptroller General of the United States shall have access for the purpose of audit and examination. In accordance with provisions of OMB Circular No. A-133 (Revised, June 24, 2003), Audits of States, Local Governments, and Non-Profit Organizations, nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.

Records

The grantee shall keep records for not less than 3 years which fully disclose the purpose, amount and disposition of DRA funds and other contributions.
