To promote voter participation and education in American elections through a program of simulated Federal elections that permits participation by students enrolled in a secondary education program.

Program Accomplishments

None.

Uses and Use Restrictions

Primarily, funds must be used by eligible grantees to operate or supplement a program of simulated Federal elections at least 5 days before the actual general Federal election that permits participation by secondary education students.

Additional supporting activities are also allowed as detailed in the Request for Application.

Construction is not an allowable activity or expenditure.

Indirect costs are not an allowable expenditure.

Voter registration and Get-Out-The-Vote (GOTV) efforts are not allowable activities.

Applicant Eligibility

State election offices and non-profit organizations (including faith-based, community-based, and tribal organizations).

Applicants must demonstrate prior experience operating a program of simulated elections aimed at students enrolled in a secondary education program.

Beneficiary Eligibility

Students in secondary education programs.

Preapplication Coordination

The standard application form, Standard Form 424 must be used for this program.

Other documents that are requested: --Project description/narrative (must not exceed 10 pages); --Budget Information--Non-Construction Programs (SF 424A, Rev 4-92); --Budget justification for Section B--Budget Categories; --Assurances--Non-Construction Programs (Standard Form 424B, Rev 4-92); --Statement attesting to the non-partisanship of the program; --Certification regarding lobbying; --Proof of non-profit status (if applicable) --Letter from state board of education (or equivalent) demonstrating a commitment to partnering with organization; and --Letter from State and local election officials demonstrating support for conducting the Mock Election Program.

Applicants must submit applications electronically through Grants.gov. Specified instructions as published in the Federal Register, at Grants.gov, and on the Election Assistance Commission (EAC) website.

Post Assistance Requirements

Reports

Narrative Reports: Due 30 days after close of grant period.

Financial Reports: An SF 269 must be submitted on August 30, 2008 for the period ending July 30, 2008 and 30 days after the close of the grant period.

Other Reports: To obtain grant funds, grantees will be required to submit an SF 270, Request for Advance or Reimbursement.

Audits

Will be conducted in accordance with Federal audit provisions.

Records

Records must be retained for at least 3 years; records shall be retained beyond the 3-year period if all findings have not been resolved.
