Uses and Use Restrictions

MIECHV Research (Project Grants): Assistance can potentially be used to conduct applied research relating to maternal, infant, and early childhood home visiting services which show promise of advancing knowledge about the implementation and effectiveness of home visiting programs designed to improve life outcomes among mothers, infants, young children, and families who reside in at risk communities.

Research and evaluation activities include consultation with independent researchers, State officials, and developers and providers of home visiting programs on topics including research design and administrative data matching.

Of the amounts paid to a State recipient, not more than 10 percent may be used for administering the award.

Funds are to be used for research and evaluation activities.

MIECHV Research Network (Cooperative Agreement): Assistance can be used to:
• Develop a national research agenda designed to improve the implementation and effectiveness of maternal, infant, and early childhood home visiting programs through: (a) research on the components of effective interventions, and (b) research targeted to improving the delivery of home visiting services; this national research agenda will also be used to actively guide the Network s implementation of research studies through both MCHB and external funding sources;
• Advance the methods of studying the implementation and effectiveness of home visiting programs;
• Develop approaches to data sharing that will expedite the translation of research results into knowledge, products, and procedures;
• Disseminate critical information and foster continued education activities on its research findings to inform researchers, professionals, policy makers, other stakeholders in the home visiting field, and the public;
• Provide a research environment that is supportive of advancing home visiting research through: facilitating mentoring relationships between faculty members and emerging researchers; and encouraging active communication, networking, and collaboration among researchers.

Restrictions: Not more than 10 percent may be used for administering the award.

Funds made available to a grantee for a fiscal year shall remain available for expenditure by the grantee through the end of the second succeeding fiscal year after award.

Funds that have not been expended during the period of availability will be deobligated and no longer available for use by the grantee.

Eligibility Requirements

Applicant Eligibility

As cited in 42 CFR Part 51a.3(b), only public or nonprofit institutions of higher learning and public or private nonprofit agencies engaged in research or in programs relating to maternal and child health and/or services for children with special health care needs may apply for grants, contracts or cooperative agreements for research in maternal and child health services or in services for children with special health care needs.

Entities directly involved in the operation of home visiting programs are not eligible to apply.

Beneficiary Eligibility

Funded research should benefit MIECHV grantees by increasing knowledge about the implementation and effectiveness of home visiting programs.

Applicants should review the individual HRSA funding opportunity announcement issued under this CFDA program for any required proof or certifications which must be submitted prior to or simultaneous with submission of an application package. OMB Circular No. A-87 applies to this program.

Award Procedures

All qualified applications will be forwarded to an objective review committee. Based on the advice of the objective review committee, the HRSA program official with delegated authority is responsible for final selection and funding decisions. Notification is made in writing by an electronic Notice of Award.

This program has MOE requirements, see funding agency for further details. Per Social Security Act, Title V, §511(f), Funds provided to an eligible entity shall supplement, and not supplant, funds from other sources for early childhood home visitation programs or initiatives.

Length and Time Phasing of Assistance

Approved projects are awarded a project period of up to three years pending satisfactory awardee performance, the availability of appropriated funds, and a decision that continued funding is in the best interest of the Federal Government. Funds awarded to an eligible entity for a fiscal year remain available for expenditure through the end of the second succeeding fiscal year after award. See the following for information on how assistance is awarded/released: Grantee drawdown funds, as necessary, from the Payment Management System (PMS). PMS is the centralized web based payment system for HHS awards.

Post Assistance Requirements

Reports

Upon completion of the project, a comprehensive final report is required.

A quarterly electronic Federal Financial Report (FFR) Cash Transaction Report is required via the Payment Management System.

Annual non-competing progress reports are required for out-year continuation awards.

Annual performance reports that include reporting on financial and expenditure data are required.

Annual performance reports that include reporting on performance measures are required.

A mid-project progress report is required for awardees of the MIECHV Home Visiting Program.

A semi-annual performance report is required for the awardee of the MIECHV Research Network.

Audits

In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.

Records

Grantees are required to maintain grant accounting records 3 years after the date they submit the Federal Financial Report (FFR). If any litigation, claim, negotiation, audit or other action involving the award has been started before the expiration of the 3-year period, the records shall be retained until completion of the action and resolution of all issues which arise from it, or until the end of the regular 3-year period, whichever is later.

Criteria for Selecting Proposals

All competitive applications will be reviewed internally by grants management officials (business and financial review) and program staff (technical review) for eligibility, completeness, accuracy, and compliance with the requirements outlined in the funding announcement. All qualified applications will be forwarded to an independent objective review committee for review and rating based on the program elements and review criteria presented in the funding opportunity announcement. Based on the advice of the independent objective review committee, the HRSA program official with delegated authority is responsible for final selection and funding decisions.
