Voting Access for Individuals with Disabilities_Grants to States
The Department of Health and Human Services is the Federal government's principal agency for protecting the health of all Americans and providing essential human services, especially to those who are least able to help themselves.

Program Accomplishments
In FY 07, 55 grants were awarded. In FY 08, 55 grants will be awarded. It is anticipated that 55 grants will be awarded in FY 09.
Uses and Use Restrictions
To assist States to provide greater accessibility to individuals with full-range of disabilities.
Funds are available until expended.
Eligibility Requirements
Applicant Eligibility
States (including the District of Columbia, the Commonwealth of Puerto Rico, Guam, American Samoa, and the Virgin Islands).
Beneficiary Eligibility
Individuals with full-range of disabilities.
Credentials/Documentation
Cost will be determined in accordance with 45 CFR Parts 74 and 92.

Preapplication Coordination
The standard application form, Standard Form 424 must be used for this program.

This program is eligible for coverage under E.O.
12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance.

Application for Federal Assistance, Standard Form 424, is to be submitted. Specified instructions as published in the Federal Register.
Award Procedures
Funds will be awarded annually.

As specified in announcement or application instructions.

Title II, Subtitle D, Part 2, Section 261 of Help America Vote Act, Public Law 107-252.

Appeals
Appeals are processed in accordance with HHS regulations in 45 CFR Part 16.
Renewals
None. Awards are generally made for a 12-month project period.
Assistance Considerations
Formula and Matching Requirements
The statistical factor used for fund distribution is the population age 18 and over in each State. No State will receive less than $100,000. There is no matching requirement.
Length and Time Phasing of Assistance
Grants are awarded annually.
Post Assistance Requirements
Reports
Annual program and annual financial status reports are required.
Audits
Audits are conducted in accordance with the requirements of 45 CFR Parts 74 and 92.
Records
Records must be retained for at least 3 years; records shall be retained beyond the 3-year period if all findings have not been resolved.
