Training Resource and Data Exchange (TRADE)
The Department of Homeland Security has three primary missions: Prevent terrorist attacks within the United States, reduce America's vulnerability to terrorism and minimize the damage from potential attacks and natural disasters.
Program Accomplishments
Various regional training classes and seminars have been sponsored for fire/emergency service personnel within each of the TRADE regions. This program supports a national conference as well as development of regional training catalogues and materials, and non-copyrighted fire-service-related information sharing activities which includes the virtual TRADing Post and TRADENET system.
Uses and Use Restrictions
Grant funds are to be used within the TRADE regions to support the exchange and sharing of training related materials and information.

Eligibility Requirements
Applicant Eligibility
Specialized group; TRADE network participants consisting of the directors of the 50 State fire service training systems and senior executive training officers from the Nation's largest fire departments.
Beneficiary Eligibility
State and local; general public.

Application Procedures
Application packets provided to specialized group contacts must meet OMB Circular A-110: (Uniform Administrative Requirements for Grants and Other Agreements with Institutions of Higher, Educations, Hospitals and Other Non-Profit Organization) and OMB Circular A-122: (Cost Principles for Non-Profit Organizations), and Standard Forms 424: (Application for Federal Assistance), and 424A: (Budget Information: Non-Construction Programs), and 424B: (Assurances Non-Construction). In addition, the following forms must be completed; SF119A: (Direct deposit sign-up form); and SF 269A: (Financial Status Report); and Standard Form 270: (Request for Advance or Reimbursement); and Standard Form 272: (Federal Cash Transactions Report); and FEMA form 20-16A: (Assurances for Non-Constructions Program); FEMA form 20-16C: (Certifications regarding Lobbying, Debarment, Suspension and Other Responsibility Matters).
Award Procedures
One grant will be issued to each of the TRADE Regions.

Renewals
Not Applicable. Requests for extensions to the grant award must be supported by adequate justification, and can only be authorized in writing by the DHS/U.S. Fire Administration Procurement Officer with the concurrence of the U.S. Fire Administration program office.

This program has no statutory formula.
Length and Time Phasing of Assistance
12 months from the date of award.
Post Assistance Requirements
Reports
Recipient organizations must provide semi-annual reports to the Project Officer on all activities associated with this grant.
Audits
In accordance with the provisions of OMB Circular No. A-133, "Audits of States, Local Governments, and Nonprofit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have an audit made for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards is exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.

Records must be retained at least 3 years; records shall be retained beyond the 3-year period if audit findings have not been resolved.
