Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) 2017

Under this FY2017 “Assisting Federal Facilities with Energy Conservation Technologies” (AFFECT) Funding Opportunity Announcement (FOA), the U. S. Department of Energy’s (DOE) Federal Energy Management Program (FEMP) will provide grants to Federal agencies for projects that are incorporated into

a privately financed performance contract, such as an Energy Savings Performance Contract or Utility Energy Service Contract, or as part of a Power Purchase Agreement (PPA).

Applications for projects that are financed through appropriations will also be considered.

A key merit review criterion will be how much private and/or agency funds are leveraged against the FEMP AFFECT grant funding.

Also, Applicants will be asked to show how the proposed project results are conducive to broader adoption at other Federal facilities and will impact the direction, strategy, and thinking of the agency to engage in similar efforts at other Federal facilities.

There is only one phase in this FOA which corresponds to the development of a project or set projects that is defined by the applicant in the Full Application.

There are three topic areas to which an application may be submitted under this FOA:
(1) Combined Heat and Power (CHP), (2) Renewable Energy and (3) Energy Efficiency Deep Retrofits.

Applications must be submitted through the EERE eXCHANGE website to be considered for award.

Only U. S. Federal Agencies, Sub-Agencies, and National Laboratory Contractors (on behalf of their sponsoring Federal agencies) are eligible to apply for funding under this FOA.

A domestic or overseas facility (existing or new) must be owned by the U. S. Federal government to be eligible.
