Title V Competitive Sexual Risk Avoidance Education

The Administration for Children and Families, Administration on Children, Youth and Families' Family and Youth Services Bureau announces the availability of funds under the Title V Competitive Sexual Risk Avoidance Education (CSRAE) Program.

The purpose of Title V Competitive SRAE is to fund

projects to implement education exclusively on sexual risk avoidance that teaches youth participants to voluntarily refrain from non-marital sexual activity.

Applicants are expected to submit plans for the implementation of sexual risk avoidance education that normalizes the optimal health behavior of avoiding non-marital sexual activity, with a focus on the future health, psychological well-being, and economic success of youth.

Successful applicants must agree to use medically accurate information referenced to peer-reviewed publications by educational, scientific, governmental, or health organizations; implement an evidence-based approach integrating research findings with practical implementation that aligns with the needs and desired outcomes for the intended audience; and teach the benefits associated with self-regulation, success sequencing for poverty prevention, healthy relationships, goal setting, and resisting sexual coercion, dating violence, and other youth risk behaviors such as underage drinking or illicit drug use without normalizing teen sexual activity.

The plans should address the social, psychological, and health gains to be realized by refraining from non-marital sexual activity and engaging in healthy relationships.

The SRAE legislation requires unambiguous and primary emphasis and context for each of the topics to be addressed in program implementation.

Additionally, there is a requirement that messages to youth normalize the optimal health behavior of avoiding non-marital sexual activity.

Eligible applicants are limited to local organizations and entities or consortia, with the capacity to develop and implement Title V Competitive SRAE projects in states and territories that did not accept FY2021 allocations for Title V State SRAE.

The estimated award amount is based upon FY2021 funding available for Title V Competitive SRAE awards and is subject to change.

Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement.
