Reimbursement of Travel and Subsistence Expenses for Living Organ Donation

This announcement solicits applications for the Reimbursement of Travel and Subsistence Expenses toward Living Organ Donation Program for fiscal year (FY) 201 4.   The purpose of the program is to provide funding to an eligible organization to continue the operation of a national system to provide

credit:


reimbursement of travel and subsistence expenses and other incidental nonmedical expenses that may be authorized by regulation by the HHS Secretary to living organ donors and up to two relatives or other individuals accompanying the living donor in the United States.

 This funding opportunity announcement (FOA) authorizes reimbursement for only travel and subsistence expenses.

 However, applicants should address in their proposed project how the applicant will accommodate authorizations for additional qualified payment under this program.  Funds from this program shall not be used for reimbursement of blood, marrow, or tissue donation expenses.

The organization that receives the cooperative agreement under this program shall agree not to use the program¿s funds to provide reimbursement to living organ donors if reimbursement or payment for qualified expenses was provided or can reasonably be expected to be provided:
by the recipient of the organ, or under a State or Federal program or an insurance policy, or by an entity that provides health services on a prepaid basis.

In addition, the authorizing legislation requires the program to provide preference to living donors most likely not able to afford the reimbursement expenses associated with the donation process.
