This announcement solicits applications for the National Maternal and Child Center for Oral Health Systems Integration and Improvement (COHSII) Cooperative Agreement.  HRSA will award one prime-award recipient to lead a consortium of partners to work with local, state, and national key stakeholders

to improve existing systems of care in support of a quality improvement, patient-centered approach that addresses the comprehensive oral health needs of maternal and child health (MCH) populations.  The National Maternal and Child COHSII (here forth referred to as “the Center”) will serve as the central convener, coordinator, and promoter of new knowledge and skills.  In doing so, the Center will perform three distinct functions:
provide technical assistance and training to state Title V MCH Block Grant programs and oral health Special Projects of Regional And National Significance (SPRANS) award recipients, establish a set of national MCH oral health quality indicators for monitoring oral health care delivery within existing systems of care, and translate evidence to practice by developing and disseminating action-oriented educational resources for systems integration and workforce development.

Per 42 CFR § 51a.3(a), any public or private entity, including an Indian tribe or tribal organization (as those terms are defined at 25 U.S.C.

450b) is eligible to apply.  Faith-based and community-based organizations are also eligible to apply.

Foreign entities are not eligible for HRSA awards, unless the authorizing legislation specifically authorizes awards to foreign entities or the award is for research.

 This exception does not extend to research training awards or construction of research facilities.
