State Planning and Establishment Grants for the Affordable Care Act?s Exchanges

Section 1311 of the Affordable Care Act provides funding assistance to the States for the planning and establishment of American Health Benefit Exchanges (?Exchanges?).

The Affordable Care Act provides that each State may elect to establish an Exchange that would:
1) facilitate the purchase

credit:


of qualified health plans; 2) provide for the establishment of a Small Business Health Options Program (?SHOP Exchange?) designed to assist qualified employers in facilitating the enrollment of their employees in QHPs offered in the SHOP exchange; and 3) meet other requirements specified in the Act.

The funding awarded pursuant to this Funding Opportunity Announcement is intended to assist States with initial planning activities related to the potential implementation of the Exchanges.

Grants will be awarded in amounts up to a maximum of $1 million per State, depending on the number and scope of activities for which funding is sought.

Additional Information of Eligibility:
This grant opportunity is open to all States and the District of Columbia.

For purposes of this grant solicitation, the term ?States? includes the District of Columbia.

The Governor of the State (the Mayor, if from the District of Columbia) must designate a State entity as the grant applicant.

Only one application per State is permitted.

Any application that fails to satisfy the deadline requirements referenced in Section IV, Application and Submission Information will be considered non-responsive and will not be considered for funding under this announcement.
