Smart Schools

The USAID West Bank and Gaza contemplates issuing a Request for Application (RFA) to support the Ministry of Education and Higher Education (MOEHE) to improve the quality of teaching and learning at the basic education level in governmental schools in the West Bank.

The anticipated Smart Schools

activity will focus on teacher and principal professional development, introduction of Information Technology (IT) in education, reforming educational supervision, developing testing and assessment policies and procedures, and continue efforts to decentralize decision making to districts and schools.

The Smart Schools activity will introduce interventions that will improve the supervision system and train supervisors to assume a constructive new role in support of reforming teaching and learning practices.

In addition, Smart Schools will utilize coding and computational thinking in classroom activities through a collaborative effort with universities and IT university students.

Illustrative interventions include:
● Training and professional development of MOEHE staff (from central and district levels), principals, supervisors and teachers in close collaboration with National Institute for Educational Training (NIET), and relevant MOEHE departments; ● Introducing new interventions that enhance digital literacy, computational thinking and the teaching and learning of IT including coding languages; ● Providing in-kind resources to improve school educational environment and support educational leadership at the school and district levels, and; ● Assisting the MOEHE in implementing the new guidance on testing and classroom assessment and provide technical assistance to establish an Item Bank (database for model testing questions).

Subject to USAID internal approvals of this activity, the anticipated issuance date of the RFA is targeted for April 201 7. This notice does not obligate USAID to release a solicitation or award a Cooperative Agreement nor does it commit the Government to pay for costs incurred in the preparation and submission of an application in pursuit thereof.
