DRAFT Ending AIDS in West Africa
The purpose of this RFI is solely to solicit input for USAID/West Africa consideration to inform the possible formulation of a notice of funding opportunity for “Ending AIDS in West Africa (EAWA) Project.
USAID/West Africa seeks input on the preparing of a competition and evaluation for the
project.
The information you provide may be used by USAID/West Africa in preparing the program description, and subsequent evaluation and administration of the EAWA project.
This RFI in no way obligates USAID to release a notice of funding opportunity or issue an award.
Issuance of a notice of funding opportunity or request for application will be subject to internal USAID approvals and availability of funds.
The “Ending AIDS in West Africa (EAWA) Project is the anticipated flagship HIV/AIDS cooperative agreement of the USAID/West Africa Regional Health Office (RHO).
The overarching goal of EAWA is to be a catalytic factor that accelerates progress against the UNAIDS 90-90-90 goals across West and Central Africa towards Ending AIDS in West Africa.
This project focuses on Key Populations – those populations at higher risk of HIV transmission and with higher prevalence rates of HIV – mainly men who have sex with men (MSM) and female sex workers (FSW).
By strategically replicating and scaling up high impact practices related to prevention, care, and treatment of key populations, by the end of its 5-years, indicators related to each of these “90” should demonstrate a trend line that has bent towards its goal in all of the focus countries of this activity, and measurable improvements in all countries across the ECOWAS region and Cameroon.
Focus countries include:
Togo, Burkina Faso, and along the main interstate corridors and coastal roads of West Africa (Abidjan to Lagos and potentially Abidjan to Conakry, Guinea (including Monrovia and Freetown).
With funding from other USAID Missions/Offices countries may also include:
Cote d’Ivoire, Cameroon, Ghana, Mali, Senegal and Nigeria.
This project is ambitious, and relies on innovation, leveraging, and partnerships to achieve its goals.
It is also based on principles of evidence-based learning, local ownership and sustainability, and client-centered approaches.

Additional Information of Eligibility:
U. S. or non-U. S. Non-governmental organizations (NGOs), private voluntary organizations (PVOs), for-profit firms willing to forego profit, colleges and universities, and Public International Organizations (PIOs) are eligible to submit applications.
Faith-based and community organizations that fit the criteria above are also eligible to apply.
Applicants must have established financial management, monitoring and evaluation, internal control systems, and policies and procedures that comply with established US Government standards, laws, and regulations.
All potential awardees will be subject to a responsibility determination, which may include a pre-award survey, issued by a warranted Agreement Officer in USAID." Consortium is encouraged for the anticipated project.
