FY 2011 Promoting Sustainable Working Waterfronts: A Toolkit for Community and Economic Development Practitioners

To promote the long-term economic prosperity of coastal communities, EDA solicits applications from qualified researchers to identify strategies, practical methods, and finance mechanisms to address current economic challenges and maintain the economic resilience and diversity of such coastal communities.

Some critical factors that need to be considered are the desire to preserve water-dependent uses, opportunities to leverage the skills and abilities of the existing labor force, and preservation of community cultural norms.

EDA and the National Oceanic and Atmospheric Administration (NOAA), sister agencies in the Department of Commerce, are collaborating to examine challenges and opportunities facing coastal communities.

In this regard, while this competitive solicitation is being funded and awarded by EDA, the agency anticipates that project deliverables will be reviewed and considered by both EDA and NOAA.EDA solicits competitive applications from qualified researchers to accomplish the project tasks described in the Working Waterfronts FFO.

Pursuant to the Public Works and Economic Development Act of 1965, as amended, eligible applicants for and recipients of EDA investment assistance include a District Organization; an Indian Tribe or a consortium of Indian Tribes; a State; a city or other political subdivision of a State, including a special purpose unit of a State or local government engaged in economic or infrastructure development activities, or a consortium of political subdivisions; an institution of higher education or a consortium of institutions of higher education; and a public or private non-profit organization or association acting in cooperation with officials of a political subdivision of a State.
