Former State Rep Aide Faces State Grant Fraud Charge

Lloyd Kelly, a former aide of ex-state representative Connie Howard of Chicago, is charged of pilfering $217,000 in AIDS awareness grant funds on a house, football private boxes , food and alcohol.


Kelly was arrested last May 20 after being first charged under seal the past year. Kelly founded the Let's Talk, Let's Test Foundation, a nonprofit that advocates suppressing the alarming rise of HIV and AIDS in the African-American community.
