Research and Evaluations, Demonstrations, and Data Analysis and Utilization

This is a Notice of Funding Availability (NOFA) from the Department of Housing and Urban Development?s (HUD) for Research and Evaluation, Demonstrations, and Data Analysis and Utilization (HUDRD).

Through this NOFA, HUD plans to solicit applications for cooperative agreements to engage in research,
evaluations, demonstrations, and data analysis and utilization activities.

Funding will be available under three different categories or ?functions?:

Research and Evaluation;
Demonstrations; and
Data analysis and utilization.

Application Procedures

This program is excluded from coverage under 2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. Eligible organizations will submit an application under a Notice of Funding Availability (NOFA) that will be published online at The NOFA will provide for the relevant application requirements. It will also be subject to criteria published annually by HUD in its General Section to the Department's NOFAs for Discretionary Programs for that Fiscal Year.

Award Procedures

Two types of reviews will be conducted: First, HUD will review each application to determine whether it meets threshold eligibility requirements. Second, applications will be reviewed by panels consisting of at least two independent reviewers and a panel manager. The reviewers will review and assign scores to applications that meet threshold eligibility requirements using the Factors for Award noted in Section V.A.

Length and Time Phasing of Assistance

HUD makes grants available for a performance period to be designated in the cooperative agreement. Awards will be for a period not to exceed 60 months. Method of awarding/releasing assistance: by letter of credit.

Cash reports are not applicable.

All researchers that receive funds under this program NOFA are required to submit Quarterly Performance Reports in a manner specified by HUD, with descriptions of tasks accomplished, and a narrative explanation of any disparity between projected and actual results.

Budget reporting, indicating the draw down toward each task and providing sufficient details.

At HUD?s request, the awardee will provide monthly budget reporting.

GTR will monitor tasks, effort, and invoices.
