The Department of Housing and Urban Development's mission is to increase homeownership, support community development and increase access to affordable housing free from discrimination. Uses and Use Restrictions
Grant funds may be used for academic enrichment, economic development, supportive services activities, organizational development, and mediation, including the employment of service coordinators/case managers/service navigators.

Applicant Eligibility
Public Housing Authorities (PHAs), Tribes and tribally designated housing entities (TDHEs), resident councils and nonprofit entities supported by residents.
Applicants must establish partnerships to leverage resources.
Beneficiary Eligibility
Individuals, families, children, youth, adults as well as elderly/persons with disabilities who are residents of conventional public or Indian housing are eligible to receive benefits from the ROSS program.
