The Department of the Interior protects and provides access to the Nation's natural and cultural heritage, including responsibilities to Indian tribes and island communities. Departmental goals include resource protection and usage, overseeing recreational opportunities, serving communities and excellence in management.
Uses and Use Restrictions
Funds must not be used in connection with religious worship or sectarian instruction.
Funds may be used for the general operating costs of the Tribal Technical College to defray, at the determination of the College, expenditures for academic, educational and administrative purposes and for the operation and maintenance of the College.
Funding is limited to the United Tribes Technical College (UTTC) located in Bismarck, North Dakota; and the Navajo Technical College (NTC) located in Crownpoint, New Mexico.
UTTC is a regionally accredited institution, having achieved accreditation through the Higher Learning Commission of the North Central Association of Colleges and Schools.
In addition, UTTC is the first tribal college in the nation authorized to offer full on-line degree programs.
NTC is accredited by the Higher Learning Commission to offer associate of applied science degrees and certificates.
United Tribes Technical College is a 501(c)(3) non-profit corporation chartered by the state of North Dakota and operated by these five tribes: Three Affiliated Tribes of Fort Berthold, the Spirit Lake Tribe, the Sisseton-Wahpeton Oyate, the Standing Rock Sioux Tribe, and the Turtle Mountain Band of Chippewa Indians. The college serves students from federally recognized Indian Tribes, but welcomes and serves students of all backgrounds. Navajo Technical College primarily services Navajo students but has an open door admissions policy.
Written evidence of approval of the application by the governing body of one or more Indian tribes of the students served by or to be served by the college. 'Tribal governing body' means the tribal governing body or tribal governing bodies that represent the students served by such school. 2 CFR 200, Subpart E - Cost Principles applies to this program.

After receiving approval of the application by the governing body or governing bodies, the Director will designate a study team to determine whether there is justification to encourage maintaining a college.

Range of Approval/Disapproval Time
Disputes between the United Tribes Technical College, Navajo Technical Collge and the Bureau of Indian Affairs may be appealed through an informal conference with the deciding official, may be appealed to the Interior Board of Indian Appeals, or may bring suit in U.S. District Court. Full appeal procedures are found in 2 CFR 200.341. An appeal of a college official's decision must be made under the college's appeal procedures.
Awards to the United Tribes Technical College and to Navajo Technical College to administer the program may be renewed indefinitely upon satisfactory performance by the college and the availability of appropriations.

Length and Time Phasing of Assistance
Awards are made on an annual basis. See the following for information on how assistance is awarded/released: Funds remain available without fiscal year limitation until expended by the contractor/grantee.

In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, non-Federal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503.
Financial records must be retained for 3 years from the date of submission of the single audit report. Procurement records must be retained for 3 years from the date of final payment. Property records must be retained for 3 years from the date of disposition, replacement, or transfer. Records pertaining to any litigation, audit exceptions or claims must be retained until the dispute has been resolved.

Range and Average of Financial Assistance
FY 2015 UTTC was awarded $4,565,000, NTC was awarded $2,249,000. The amount of the award is determined by the annual appropriations. Indian Tribes may choose to supplement the funding provided by the grant program by identifying additional amounts in the Tribal Priority Allocations portion of the Bureau of Indian Affairs budget.
