Assistance can be used by non-federal entities to plan, develop and implement programmatic activities that support PEPFAR?s goals through overseas volunteer service.
In addition, assistance can be used to identify and implement appropriate evidence-based practices and programs related to global health and HIV.
Furthermore, assistance funds can be used to develop staff capacity to implement global health and PEPFAR programs.
Use restrictions are outlined under the terms of each request for application (RFA).
100% of PEPFAR funds are considered discretionary.
No Credentials or documentation are required. This program is excluded from coverage under OMB Circular No. A-87.

Applications are reviewed by Peace Corps? Office of Acquisitions and Contract Management with technical support from several program offices. Awards are made to the top applicants based on the evaluation factors outlined under the request for application (RFA), the needs of the Agency and the availability of funds.

Range of Approval/Disapproval Time
Application deadlines are specified in each request for application (RFA).
Cooperative agreements and grants may be awarded to non-federal entities for a period not to exceed three years. After the initial year has been completed, agreements and grants will be renewed each following year based on successful completion of performance measures.

Post Assistance Requirements

In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), 'Audits of States, Local Governments, and Non-Profit Organizations,' nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
Non-federal entities shall maintain adequate financial records and accounts to ensure that cooperative agreement and grant funds are used for authorized purposes.
