Uses and Use Restrictions
The program targets individuals who: 1) have received a doctorate degree in a scientific concentration, or will have earned this degree prior to their proposed fellowship start date, and 2) are no more than three years past either receiving their doctorate degree or completing their first post-doctoral residency.
Funds awarded through this program are only for non-research activities, including stipends and related support costs for fellows, and for recipient costs to administer the program.
Award recipients may not use these funds for research or for directly supporting any research projects the fellows may participate in during the fellowship.
This program is funded 100% by CDC discretionary budget authority.

Applicant Eligibility
Eligible applicants must have experience and demonstrated success in administering training programs in public health laboratory/microbiology research or other life sciences.
Beneficiary Eligibility
This program contributes to developing a public health laboratory workforce for the diagnosis, prevention and control of infectious diseases in the United States and abroad. The nation's public is the ultimate recipient of benefits from this program.
Credentials/Documentation
Costs will be determined in accordance with OMB Circular No. A-87 for State and local governments. For all other nonprofit grantees, cost will be determined in accordance with HHS Regulations 45 CFR 74 Subpart Q. Title 2 of the United States Code section 1611 states that an organization described in section 501(c)(4) of the Internal Revenue Code that engages in lobbying activities is not eligible to receive Federal funds constituting an award, grant, or loan. 2 CFR 200, Subpart E - Cost Principles applies to this program.

Preapplication Coordination
A Letter of Intent to apply (LOI) may be requested.
The LOI is a preliminary, non-binding indication of an organization?s intent to submit an application.
The purpose of an LOI is to allow CDC program staff to estimate the number of applicants and plan for the review of submitted applications.

Award Procedures
Recipients will receive an electronic copy of the Notice of Award (NOA) from CDC OGS. The NOA shall be the only binding, authorizing document between the recipient and CDC. The NOA will be signed by an authorized GMO and emailed to the Recipient Business Officer listed in application and the Program Director. Any applicant awarded funds in response to this NOFO will be subject to the DUNS, SAM Registration, and Federal Funding Accountability And Transparency Act Of 2006 (FFATA) requirements. Unsuccessful applicants will receive notification of these results by e-mail with delivery receipt or by US mail.

Renewals
Annual renewals within an awarded multi-year project period are conditional. Throughout the project period, CDC's commitment to continuation of awards will be subject to the availability of funds, evidence of satisfactory progress by the recipient (as documented in required reports), and the determination that continued funding is in the best interest of the Federal Government.

Formula and Matching Requirements
Statutory formulas are not applicable to this program. This program has no matching requirements. This program does not have MOE requirements. Statutory formulas are not applicable to this program. Length and Time Phasing of Assistance
Financial assistance is provided for a 12-month budget period with project periods of up to five years subject to the availability of funds and satisfactory progress of the recipient. Method of awarding/releasing assistance: lump sum.
Post Assistance Requirements
Reports
Financial status reports are required no later than 90 days after the end of each budget period.
Final financial status and performance reports are required 90 days after the end of the project period.
The grant recipient must provide CDC with an annual interim progress report that serves as the continuation application, due no later than (NLT) 120 days prior to the end of the budget period identified in the solicitation guidance.
This report should include the information specified in the NOFO and NOA, and must contain the following elements: current budget period activities objectives, current budget period financial progress, new budget period program proposed activity objectives, budget, additional requested information, and measures of effectiveness.
Cash reports are not applicable.
Periodic progress reports are required as described in the NOFO and NOA.
These may include reports on program activities, such as participant recruitment, application and selection process, orientation and placement; preceptor/mentor selection and orientation; participants' individual progress, as well as surveys of fellows and preceptors before, during and after their participation in the program.
The Annual Federal Financial report (FFR) SF-425 is required and must be submitted to the GMS/GMO no later than 90 days after the end of the budget period.
Performance monitoring is applicable with substantial involvement from CDC to ensure: 1) the work plan is feasible based on the budget and consistent with the intent of the award; 2) the recipient is performing at a sufficient level to achieve outcomes within stated time frames, and 3) the recipient systems that underlie and generate data reports are adequate.
Post-award monitoring activities may include ongoing communication between CDC and the recipient; reviewing performance measures, program data, evaluation instruments, budget plan and financial reports; tracking program progress in achieving the desired outcomes; and CDC clearance of fellows' research abstracts, poster presentations, and publication submissions.
Audits
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, non-Federal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503.
Records
Financial and personnel records include financial awards, financial status reports, participant demographic information, participant survey responses, interim reports, and final reports must be maintained for a period of seven years. All records must be created and maintained in electronic, searchable format, compatible with Microsoft Office, and available to CDC upon request. Records containing data (demographic, numerical &/or survey questionnaire responses), in addition to the above, must be structured in a database, and created and maintained in a format compatible with downloading into a data spreadsheet format for sorting/analysis.

Criteria for Selecting Proposals
Applications will be evaluated on the review criteria described in the Notice of Funding Opportunity (NOFO). In general, the review and selection process of complete and responsive applications to the NOFO consists of determination of the technical merit by objective or peer review, and availability of funds.
