MIDDLE EAST/EDUCATION (ME/ED) UMBRELLA ANNUAL PROGRAM STATEMENT (APS)

The U. S. Agency for International Development (USAID) is committed to supporting education in conflict and crisis areas.

The current protracted crises in Syria and Yemen have contributed to a global discussion on the need for more flexible and responsive programs to address education needs that

reduce learning loss, normalize schooling, and help to stabilize communities.

There is a need to respond creatively and quickly to better serve populations that have missed many years of schooling, witnessed violence, and desire normalcy in their lives again with education programs.

Flexibility and partnerships with local organizations will be essential to ensure relevant education opportunities are provided given the dynamic context.

Additional Information of Eligibility:
Only National Organizations that are 501(c)(3) nonprofits can apply for HUD funding.

For the purpose of determining eligibility for the RCB program, a national organization must be a single organization that meets all of these criteria: Has experience conducting activities from the first and/or the second RCB NOFA eligible activities in rural areas.

Has experience working in rural areas with rural housing development organizations, Community Development Corporations (CDCs), Community Housing Development Organizations (CHDOs), local governments, and/or Indian tribes, and Has experience working, within the last ten years, in one or more states in at least seven Federal regions described on HUD's website at http://portal.hud.gov/hudportal/HUD?src=/localoffices/regions.

Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.
