? States (including the District of Columbia); ? Groups of States (Sections 301 and 501 of PRIIA); ? Interstate compacts (Sections 301 and 501); ? Public agencies established by one or more States and having responsibility for providing intercity passenger rail service (Section 301) or high-speed passenger rail service (Section 501); ? Amtrak (Section 501); and ? Amtrak, in cooperation with States (Sections 301 and 302; see 49 U.S.C.

24402(e) for additional information on Amtrak?s eligibility requirements when applying for grants in cooperation with States.
