This announcement is to provide public notice of the National Park Service’s intention to award financial assistance for the following project activities without competition.

The New England Interstate Water Pollution Control Commission

(Recipient or NEIWPCC) on behalf of the Champlain Valley Heritage Partnership (the NHA) and the Lake Champlain Basin Program (LCBP) will:
1. Use and 50/50 match funds made available through task agreements under this Agreement to support the NHA in a manner consistent with the Legislation and implement the Management Plan in accordance with the terms of the Agreement and the Legislation as described in their Work Plans and Budgets.

2. Conduct public meetings at least semi-annually regarding the implementation of the Management Plan.

3. Include units of local government, regional planning organizations, and nonprofit organizations in implementing their management plan.

4. Comply with all applicable State and Federal laws, including, but not limited to, the National Environmental Policy Act and the National Historic Preservation Act.

5. Prepare compliance documents for NPS and/or State approval.
